The White Paper Movement was a large-scale, decentralized protest movement that erupted across China in late November 2022, initially sparked by a student demonstration at the Communication University of China, Nanjing. In response to the tragic fire in Urumqi—where strict COVID-19 lockdown measures allegedly delayed rescue and led to multiple deaths—students held blank sheets of A4 paper in silent protest, symbolizing both the suppression of speech and the unspeakable frustration of living under prolonged authoritarian controls.

This simple yet powerful gesture quickly spread to cities across the country, including Beijing, Shanghai, Chengdu, Guangzhou, and Wuhan, evolving into one of the most significant waves of public dissent in China since the 1989 Tiananmen Square protests. Protesters chanted slogans such as “We want freedom, not COVID tests” and “Down with dictatorship, long live democracy,” turning a public health grievance into a broader critique of censorship, surveillance, and political repression.

The blank paper became a poignant metaphor: an empty sign that said everything that could not legally be said. In a system where speech is constantly monitored, the absence of text itself became a radical act.

Although swiftly suppressed by authorities through arrests, surveillance, and censorship, the movement revealed deep generational discontent and a collective yearning for political change. It marked a rare moment of solidarity across cities and social classes, with students, workers, and ordinary citizens joining together in a spontaneous expression of resistance.
